The central planning inherits the current development status of the Mekong Delta region, approaches a new development ideology based on the assessment of potential advantages, identification of challenges of the region and the provinces in the region.
Over the past time, the Mekong Delta, the coastal area of the lower Mekong River, accounting for about 20% of the population, 12% of the country’s area, has achieved many achievements in socio-economic development, contributing 15.4 times. % of GDP of the country. This place has formed many concentrated agricultural, forestry, fishery, industrial and tourist production areas, with an increasingly large scale; has become the largest agricultural production center of Vietnam.
However, at present, the Mekong Delta is facing many challenges like today, which are the negative impacts of climate change and sea level rise, especially the process of planning and implementing economic development plans. The society of the Mekong Delta still has many shortcomings. That has been putting increasing pressure on the infrastructure system, urban areas and living space of people in the Mekong Delta, increasing the risk of natural disasters in the present and in the future.
Recognizing the above challenges, the Government has issued Resolution 120/2017 on sustainable development of the Red River Delta to adapt to climate change, in which, the task of developing a master plan for the Mekong Delta region in the 2021- period is set forth. 2030, with a vision to 2050 following an integrated, multi-sectoral approach that the Planning Law stipulates is a prerequisite.
At the same time, it also assigns Government agencies to mobilize additional resources for the Mekong Delta region of 2 billion USD to carry out key, inter-regional, and highly pervasive projects to realize the proposed Mekong Delta plan. and aims to create a new growth engine for the region.
According to the draft master plan, the development of the Mekong Delta region is based on three pillars of economy – society – environment, of which environment and society are the foundation. Develop according to the principle of controlled favoritism, considering water resources as the core and human-centered factor, taking advantage of the rich natural conditions for diverse development but limiting violent interference in the environment. natural system.
Infrastructure development is considered as the most important strategy of regional planning towards the above development goals. Of particular importance are transport, energy, clean water supply and infrastructure to serve the transformation of the region’s development model.
