On the afternoon of November 1 (UK time), Prime Minister Pham Minh Chinh attended and delivered an important speech on the first day of the Climate Summit held within the framework of the 26th Conference. Parties to the United Nations Framework Convention on Climate Change (COP26).
On behalf of the Government and people of Vietnam, I highly appreciate the role and efforts of the British Government in hosting the COP26 Conference – a conference of great significance for the future of the Earth, the our common home.
Ladies and Gentlemen,
Climate change has really become the biggest challenge facing humanity. Extreme weather events and sea level rise are seriously affecting food security, water security, sustainable development, and even threatening the survival of many countries and communities. our population.
This warning of nature compels us to act aggressively, responsibly and without delay on a global scale. This is a global issue so there must be a global approach, this is an issue that affects everyone, so there must be a people-wide approach.
So I suggest:
Firstly, responding to climate change and restoring nature must become the highest priority in all development decisions, the highest ethical standard of all levels, industries, businesses and people. .
Science and technology must go first to lead and financial resources must be the lever, promoting the transformation of the development model towards a green, circular, sustainable, inclusive and humane economy. All actions must be based on nature and people-centered, being the subject and driving force of sustainable development, leaving no one behind.
Second, all countries need to commit more strongly to reducing greenhouse gas emissions on the principle of common but differentiated responsibility, in accordance with the conditions, circumstances and capacities of each country.
By the way, I call for justice, justice on climate change. This is an indispensable requirement to jointly control the temperature rise of the Earth.
For its part, although as a developing country that has just started the process of industrialization over the past three decades, Vietnam is a country with advantages in renewable energy, will develop and implement measures to reduce greenhouse gas emissions strongly with its own resources, along with the cooperation and support of the international community, especially developed countries, both in terms of finance and technology transfer, including implementing mechanisms under the Paris Agreement, to achieve net zero emissions by 2050.
Third, climate finance, technology transfer and capacity building are critical to the successful implementation of the Paris Agreement.
Developed countries that have high emissions in the past to achieve economic prosperity today need to fulfill their existing financial commitments while urgently setting even more ambitious financial targets for period after 2025.

As one of the countries most heavily affected by climate change, Vietnam is making great efforts to both respond to climate change and develop its economy to rise up, ensuring an increasingly better life. better for all citizens, while contributing responsibly to the international community.
We wish to strengthen cooperation with international partners in investment programs and projects and sustainable development.
