Speaking at the opening of the Congress, comrade Le Tien Chau, Secretary of the Provincial Party Committee, Chairman of the People’s Committee of Hau Giang province, said that in the past term, the entire Party Committee and the province’s political system continued to be stable. , maintain and promote the tradition of solidarity, joint effort and consensus, leading cadres, party members and people to achieve many important achievements in all fields of politics, economy, culture and society association, defense, security and foreign affairs. However, besides the achieved results, Hau Giang is still a poor province; the life of a part of the people still faces many difficulties; economic fields have not developed commensurate with their potentials; infrastructure, especially traffic infrastructure, is still weak and lacks connectivity; the quality of the staff is not uniform; Some aspects of Party building work, the political system still has certain limitations… With the motto “Solidarity, democracy, discipline, innovation and development”, Comrade Le Tien Chau suggested the delegates. The average GRDP growth rate is 6.3%/year; the economic scale of the province increased nearly 1.5 times compared to the beginning of the term. GRDP per capita at the end of 2020 reached 49.96 million VND/person, an increase of nearly 1.47% compared to the beginning of the term.

During the tenure, many policies and solutions on agricultural restructuring, cooperative economic development, cooperatives… were implemented synchronously by the province and built many models of agricultural production according to the price chain. value agricultural products (mainly rice, sugar cane, aquatic products, fruit trees) achieve high economic efficiency. By the end of 2020, the whole province has 32/51 communes meeting new rural standards, exceeding the target of the Resolution; there are 3 district-level units meeting new rural standards; per capita income in rural areas reached over 41 million dong, an increase of 16 million dong compared to 2015. Industrial production value increased on average 9.87%/year; the average growth rate of the construction industry is 10.28%/year; Modern trade and service development. The province mobilized about 90,000 billion VND of social investment capital to build infrastructure, achieving 100% of the resolution target. The urbanization rate increased from 24.7% in 2015 to 26.7% in 2020.

Up to now, the rate of poor households in the province is 3.1% (average reduction of over 2%/year). In the past 5 years, the province has created jobs for 90,632 workers, reaching 120.8% of the resolution target. Party committees and authorities at all levels have always focused on investing in the development of education and training, and improving the quality of human resources. The health network, especially at the grassroots level, has been gradually improved, contributing to improving the effectiveness of people’s health care. Policies on ethnicity, religion, and caring for people with meritorious services have been fully implemented. Local defense work is strengthened, political security and social order and safety are maintained.

The work of building the Party and the political system is carried out comprehensively. The education of political thought and morality among cadres, party members, civil servants and public employees is focused and strengthened; civil mobilization work has many innovations and creativity; The mode of operation of the Fatherland Front and socio-political organizations has seen many innovations and advancements, making an important contribution to the consolidation and strengthening of the great national unity.

In addition to the achievements, the Political Report also states some limitations in the 2015-2020 term. That is, the economic growth rate and GRDP per capita have not met the Resolution set forth; the economic structure is moving in the right direction but it is still slow; socio-economic infrastructure has not been synchronized; agricultural production has not yet overcome the situation of fragmentation, small-scale development, unsustainable development; the quality of human resources is still low compared to development requirements; political – ideological work within and among the people is sometimes not effective; some mass organizations are slow to innovate in terms of contents and modes of operation; the situation of political security and social order and safety still contains potential complicated problems…

For the 2020-2025 term, the Provincial Party Committee sets targets to strive for an average economic growth rate of 6.5 – 7%/year; GRDP per capita is 77 – 80 million VND; total social investment capital in the area (5 years) at actual prices from 99,000 to 100,000 billion VND; reduce the average poverty rate per year by 1% or more; the rate of trained laborers by 2025 will reach 70% or more; the rate of new rural communes reached over 80% of the total number of communes and 1 more district-level unit was recognized as meeting new rural standards; strive every year, PAR INDEX (PAR INDEX) among the top 30 provinces; By 2025, the Readiness Index for Information and Communication Technology Development and Application (VIETNAM ICT INDEX) among the top 30 provinces.

The political report outlines three breakthrough tasks for the 2020-2025 term:

Firstly, complete and strictly implement Hau Giang province’s master plan for the period of 2021 – 2030, with a vision to 2050. Focus on investing in infrastructure for industrial development, important waterway transport infrastructure, and connecting ministries and sectors. between localities in the province and between the province and localities in the Mekong Delta. Second,  continue to identify and effectively implement Party building as the key, building a clean, strong, streamlined political system with effective and efficient operation.
